Historic-district considerations
Norfolk's Ghent Historic District has an Architectural Review Board that reviews any exterior modification. This is a real constraint — you can't just decide to replace wood siding with Hardie or wood windows with vinyl in the historic district. We know the review process, have current relationships with the ARB, and design exterior work to pass first-time when the property is regulated.
Coastal considerations
Norfolk sits low and floods regularly. Anything near the Lafayette, the Elizabeth, or the low areas around Colonial Place should be treated as flood-relevant regardless of official flood zoning. Envelope work, foundation work, and basement work in these areas benefits from a slightly more conservative water-management design than the code minimum.

Norfolk permitting is administered through the Bureau of Development Services. Historic-district properties add ARB review time; non-historic residential permits typically run four to six weeks.
